What would happen if you took everyone who is addicted to heroin in New Jersey and sent them to live in one place? It would be the state's fourth largest city, boasting a population of at least 128,000. Its residents are diverse enough that the town would be self-sufficient — with lawyers, politicians, construction workers, teachers and scientists walking the streets. And you will know one of them.
In fact, social network analysis suggests you likely will know several city residents, whether they toil at a desk behind you or sleep in a bed down the hall.
This city exists all across New Jersey, where heroin and opioid addiction have exploded in the past 10 years, killing more than 5,000 people and enslaving hundreds of thousands more. It's not a new story, but one whose tendrils reach far deeper into the Garden State than most know.

With the current epidemic of illegal drug use Canine Guardian is here to:

Together, we can make a difference

We use pure bread chocolate Labrador Retrievers as our scent detection canines.  Our canines received professional obedience training at  Deep Run Farms, VA.  They received their drug detection training using the Dan Kroyer  method of training.

Ocean's 21 (formally known as Friends of Developmental Services) has supported our communities since 1995.  When we were known as Friends of Developmental Services we supported Ocean and Monmouth counties.  When our mission shifted to supporting all 21 counties in New Jersey our name was changed to Ocean's 21 to better reflect our mission to help all New Jersey residents.

According to the New Jersey Ocean County prosecutor's office, Heroin overdoses have skyrocketed in Ocean County in the last few years. Our drug canines are professionally trained and qualified to detect Heroin, Cocaine, Marijuana, Oxycodone, Percocet, Methamphetamines or Alcohol. Canine Guardian will conduct a discrete, private search of your home, office or school for the presence of illegal substances. Areas that are detected will be marked with a Post-it note. At the conclusion of the search the handler will guide the home owner, business owner or school official as to what are the next steps they should take.

Ocean's 21's primary mission is to provide support to developmentally disabled New Jersey residents, veterans of the United States of America and their families.

by identifying illegal substances in the Home, Office or School and by providing guidance if drugs are found. As a private agency, we provide a service to your location without having to involve law enforcement agencies.

As Ocean's 21 we have worked with and supported various veterans groups around the state.  Canine Guardian is being developed as a division of Ocean's 21.  We saw the need for this service due to the recent rise in heroin deaths in New Jersey (over 781 heroin fatalities in 2014 alone).
